Carpet on powder snow no longer negates fall damage

When landing on the carpet covered powdered snow you will take damage.

What I expected to happen was...:
Normally when you fall on carpet covered powdered snow you don't take fall damage. You could fall from any height and not take any damage making it useful for base entrances, especially underground ones.

What actually happened was...:
When falling on the carpet covered powdered snow to enter my base I kept taking huge chunks of damage, my first thought was i must have fallen too close to the edge because it worked in the last version 24w10a but I went back down and took damage again.

Steps to Reproduce:
1. Place some powdered snow with carpet on top
2. Build or fly up enough blocks where you can take noticeable damge
3. Fall onto the powdered snow
