Crafter block has four game tick cooldown and Copper bulb no cooldown time

When powering and depowering the crafter in the many gametick, and then powering and depowering it again in the next, it outputs items every four gametick. This is probably a bug given that comparable blocks such as the dropper and dispenser have a 4 gametick cooldown between outputting items, but Crafter Block is want Fast, not 4 Gametick, Crafter want is A Special Comparable Block.

And Copper Bulb want has 1 gametick cooldown.
