single biome ocean worlds not working

When trying to play on a single biome ocean world (any ocean type) it does not load just an ocean it loads a plains biome. these worlds have structures that are usually only found in the oceans (like shipwrecks). when opening the F3 menu it says you are in an ocean biome even though you are obviously in the plains.
