New Wolves don't seem to be spawning in newly generated biomes naturally

I set up camp in an old growth pine taiga,, expecting to see a black wolf. I built a house in survival and wandered around other biomes. I found other wolves but haven't seen any black wolves in the whole time I've had the biome loaded. A wolf spawn egg created a black wolf but there hasn't been any naturally spawning. Are we sure that the biome+podzol or coarse dirt spawning is working? I can't confirm that it's not working but I've been here long enough I should have seen some, and there are plenty of them naturally spawning in other biomes.

I have successfully found: Forest Wolf, Pale Wolf, and Ashen Wolf

I think I should have found: Black Wolf

I have not checked the other 5 types
