Attack indicator is not displayed when holding a Diamond or Netherite Hoe

Description:

The attack indicator does not show at all when a player is holding a Diamond or Netherite Hoe when looking at mobs.

How to Reproduce:

1. Summon a mob, and give yourself an Iron Hoe and a Diamond/Netherite Hoe using the commands provided.

   /summon minecraft:villager ~ ~ ~ {NoAI:1b}
   

   /give @s minecraft:iron_hoe
   

   /give @s minecraft:diamond_hoe
   

2. Equip the Iron Hoe and look at the villager.
   → Attack indicator displays under the crosshair.
   
3. Equip the Diamond/Netherite Hoe and look at the villager.
   → Attack indicator does not display under the crosshair.
   

Observed Behavior:

Diamond and Netherite Hoes do not display the attack indicator when looking at entity.

Expected Behavior:

Diamond and Netherite Hoes would display the attack indicator when looking at entity.
