The fill commands and structure blocks do not workin

What I expected to happen was...:
The area that I wanted to be filled was filled.

What actually happened was...:
The area I wanted to fill was not filled and a thing popped up in the chat saying "Cannot place blocks outside of world, even though Microsoft expanded the world and I was building in the air or the earth surface (it happened in multiple worlds), please fix this in the next update.
