Menu background blur causes slowdown

Whenever any of the menus where the blurred menu background new to 24w09a exists, (present in the world list, settings, resource pack list, for example), the game experiences significant slowdown. This performance issue does not affect portions without the blurred menu background (e.g. the title screen, gameplay UI such as inventory, contained UI and utility block UI).
