Night vision does not work properly in high constrast mode

Steps to reproduce

1. Enable high contrast mode
2. Go to a dark area
3. Use night vision (e.g. /effect give @s night_vision)

Expected behaviour

You can easily see in High contrast mode with night vision.

Actual behaviour

Night vision makes the screen completely black if the high contrast resource pack is enabled. If you are in a somewhat illuminated area initially, the screen will become gradually darker the longer you are in the dark.
