Cannot execute certain Title commands on Superflat

I have recently been building a map on Minecraft that is super flat, and after a few minutes, I realized that for some reason the /title @p title command did not work. The chat logs said that it was successfully executed, but was nothing being displayed on my screen, the same thing happened with the /title @p subtitle and some other ones. I found this while trying to make "Chapter 2" be displayed on the screen of the person who has executed the command or is near the command block that executed that command
