Using /give command with potions do not work

Using the following command:
/give @p splash_potion{display:{Name:'

Gives the player an uncraftable potion with no effects, which is not intended. The expected result is a splash potion named "Potion of Weakness", with the specified custom potion color. This occurs regardless of the custom name.
