Every single item does same attack damage and attack speed

Every single tool does 4 attack damage and 1.6 attack speed, don't know if this is intentional or not? Someone else said its a bug in the snapshot. not sure if it was like that in previous snapshots but it's something i just noticed today. I am playing on 24w09a. Thank you for your time!
