/effect command can't hide particles anymore

Steps to Reproduce:

1. Enable operator commands;
2. Use /effect give [any effect] [any duration] [any level] true

Observed Results:
You get the desired effect, but you will still get slightly translucent spell particles, similar to the ones gotten from a beacon power. They're always blue regardless of the effect you use.

Expected Results:
You get no spell particles, especially not blue ones.
