Farmer villagers no longer actively walking on farmlands to harvest or plant crops

Before 1.13, if a farmer is near the farmland/crops, the villager will looking at crop, and walking on it to harvest it.

After the Village & Pillage update, the farmers are no longer actively harvest or plant crops, they are only harvest crops when they are randomly walking on them accidentally, this is making them inefficiently.
