Wind charge does not burst on contact with non-solid blocks

When firing wind charges, the entity will not interact with non-full blocks, such as slabs, stairs, mud, soul soil, or dirt path. this only affects non-full blocks, not transparent blocks.

To reproduce, place down some slabs above the ground, maybe ten blocks up. Then, fire a wind charge at the slab(or non-full block of your choosing) and watch it go through without bursting.
