Wither Skeletons' arrows don't inflict the Wither effect

When you spawn a wither skeleton which holds a bow, the arrows they shoot do not inflict the Wither effect.

/summon wither_skeleton ~ ~ ~ {HandItems:[{id:bow,Count:1}]}
