My skin isn't loading

My skin is not loading in Minecraft Java, single player and multiplayer. I have check my network, and my laptop as well. I have no problem in bedrock. This problem only happen in Java. I have even check my skin size, it is suitable. I even tried to change to default characters that given, it's not changing the skin. The attachment below is my skin.
