[MC-268496] Entities on fire with the glowing effect sometimes show black dots

The Bug:

Entities on fire with the glowing effect sometimes show black dots.

Steps to Reproduce:

Summon a cow that's on fire with the glowing effect by using the command provided below.
```
/summon minecraft:cow ~ ~ ~ {NoAI:1b,Glowing:1b,Fire:300s}
```

Look closely at the fire on the cow from several different angles.

Observed Behavior:

Black dots are sometimes present.

Expected Behavior:

No black dots would be present.

UPDATE:

After extensive testing, this bug seems to first appear in 1.15 Pre-release 1, and in no versions or snapshots prior, but in every version and snapshot since.
