Wind charges don't load transparent blocks such as Ice and Water

How to Reproduce:
Get a wind charge from Creative Mode
Type "/tick freeze"
Use a wind charge (preferably next to a transparent block, or an ocean)
Go inside the wind charge
Notice how the transparent blocks become invisible
