Consistant floating islands

The Bug I Found:

I was playing when I saw a BUNCH of floating islands. I am not in an amplified world.

Steps to Reproduce:

1. Make a world
2. Fly around
3. Look for floating islands

Observed Results:
-Floating islands

Expected Results
-No floating islands unless you are on an amplified world.
