Hopper minecarts no longer pick up items correctly

Hopper minecarts no longer pick up items anymore when a full block is above them despite this change being for hoppers only. This results in break of functionality of many redstone systems that rely on this, particularly collection systems. Previous behaviour would've allowed for hopper minecarts to pick up items through full blocks when below them but not regular hoppers.
