Wind Charges negate all fall damage that does not occur below the hit point, regardless of whether the fall was caused by the charge or not

I used levitation to get myself much higher than what the wind charges did, and no fall damage was dealt, despite the fall not being caused by the charge itself.

Steps to reproduce

1. Shoot a Wind Charge at your feet.
2. While falling, run /effect give @s minecraft:levitation 3 255.
   You will not take any fall damage.
