Minecart hoppers can no longer pick up items through blocks

Minecart hoppers cannot pick up items 1 full block above them. 

Replication steps: place a block above a hopper minecart and throw something above it

Expected occurence: item gets sucked into minecart hopper

Actual outcome: item stays on block
