The drop count of wind charges from Breezes is unaffected by the looting enchantment

The amount of wind charges dropped by breezes lacks any values for the looting enchantment, and thus is always 4-6. This kind of one-use item really needs to be easy to obtain in large quantities, so it not being affected by looting seems like an oversight.
