Shulker bullets shot from shulkers don't account for the scale attribute

The Bug:

Shulker bullets shot from shulkers don't account for the scale attribute.

Steps to Reproduce:

1. Switch to survival mode and summon a shulker with a large scale by using the command provided below.

   /summon minecraft:shulker ~ ~ ~ {Attributes:[{Name:"minecraft:generic.scale",Base:5}]}

2. Wait for the shulker to notice you and begin shulker bullets at you.
3. Look closely at the position of where the shulker bullets are created.

Observed Behavior:

Shulker bullets shot from shulkers don't account for the scale attribute.

Expected Behavior:

Shulker bullets shot from shulkers would account for the scale attribute.
