Fireballs shot from ghasts don't account for the scale attribute

The Bug:

Fireballs shot from ghasts don't account for the scale attribute.

Steps to Reproduce:

1. Switch to survival mode and summon a ghast with a large scale by using the command provided below.

   /summon minecraft:ghast ~ ~ ~ {attributes:[{id:"minecraft:scale",base:5.0d}]}

2. Wait for the ghast to notice you and begin shooting fireballs at you.
3. Look closely at the position of where the fireballs are created.

Observed Behavior:

Fireballs shot from ghasts don't account for the scale attribute.

Expected Behavior:

Fireballs shot from ghasts would account for the scale attribute.
