/place fails to place anything in a custom dimension with a min_y set to above 0 (duplicate of 255097)

When running the /place command in a custom dimension with a min_y value set to 16 (and presumably every possible value above 0) it tells you "That position is not loaded" whether you use ~ ~ ~ or coordinate values.

This applies to every type: feature, jigsaw, structure and template.
