Dirt path cannot be waterlogged

Issue: The dirt path block cannot be waterlogged.

Steps to reproduce:

1. Place a dirt path block on the ground or create one with a shovel.
2. Right click with a water bucket.

Observed result: Dirt path does not get waterlogged.

Expected result: The dirt path would be waterlogged, similar to other non full blocks such as a chest, and could allow for decorative shallow puddles.
