Block Interaction Range has no effect on interaction with liquids and placing entities

Following actions is not affected by attribute Block Interaction Range(generic.block_interaction_range):

1. Use any kind of Bucket on block or liquid;
2. Placing Lily Pad on water;
3. Placing Boat on anything.
