Entity Interaction Range is inactive if less than Block Interaction Range

If attribute Entity Interaction Range(generic.entity_interaction_range) is less than Block Interaction Range(generic.block_interaction_range), the actual range of interaction to entities is only the same as Block Interaction Range.

For example, modify Entity Interaction Range to 8, and stay Block Interaction Range as default(4.5), then the actual range of interaction to entities is just 4.5. Modify Block Interaction Range to 10, then the range of interaction to entities is 8.
