Silk Touch / Blue Ice Recipe

Silk touch pickaxe is unable to collect blue ice until blue ice recipe is unlocked in crafting recipes (by creating packed ice from ice). Before unlocking recipe, silk touch pickaxe acts like non-silk touch tool and simply destroys the blue ice.
