No AI Wither/Ender Dragon bossbar stays full, despite taking damage

Hello, i was messing around in my minecraft world, with commands and other things, i decided to summon a wither with no ai (so it obviously couldnt destroy the environment).

 

Despite taking damage, and having the aura around it indicating it is almost dead, the bossbar stayed the same.
