Horses sometimes unable to move after jumping

While riding a horse, after landing from a jump but still in the jumping animation, a horse will sometimes be unable to move, and other times be able to move normally, with its front hooves up. Best reproduced if you do a small jump, with only 4 or 5 bars filled in the jump meter.
