Polar Bear's attack system is not working on large scale

Polar Bear's attack system is not working on large scale.

1. Polar Bear try to attack player above it 2 blocks.

2. /attribute @e[type=minecraft:polar_bear,distance=..64,sort=nearest,limit=1] minecraft:generic.scale base set 2.0

   Polar Bear on 2 scale does not try to attack the player that is above 3 blocks.

1. /attribute @e[type=minecraft:polar_bear,distance=..64,sort=nearest,limit=1] minecraft:generic.scale base set 5.0

   Polar Bear on 5 scale is still path finding, but cannot attack the player beside.
