Wolf armor lacks parity between Bedrock and Java Edition 23w51b

In the latest minecraft update 23w51b wolf armor was buffed which (much like copper bulb did when it was still 1 tick of delay) creates a parity issue between minecraft java edition and bedrock addition. Since the developers care about parity this must be a bug.
