Vowels and Tone indicator are floating and not stick together

All versions
One day i was messing around the Language settings, and then i found that the vowels and tone indicator arent stick together in one place. Same with my base language (thai). The lettering will look awful and unreadable (e.g. ส  ิ ่งอำนวยประโยชน ์แก ่ผ  ู  ้ควบค ุม, क ् र ा फ ् ट ि ं ग  त ा ल ि क ा (Operator Utilities)) and i want it to be resolved

Steps to reproduce:

• Go to Languages...
• Choose an East-Southern Language
• You can see floating vowels and tone indicator

If you cant fix it, its ok
