Skin is not changing even if following all procedures

So i contacted support for this one first. I bought MC and set up the new account, first thing i do is changing the skin to a custom one, following all procedures and  the Minecraft Support guide, so i know i indeed changed it correctly. When i log into minecraft, head into a singleplayer or multiplayer world, all i see is the default skin, not Steve, not Alex, but Efe. No matter how many times i change the skin or how i do it, im always Efe. Minecraft Support told me to report this bug. Waiting for a solution. Thanks for understanding.
