Short grass is deleted from ground after updating to 1.20.4

the short grass item is deleted from the ground after updating world to 1.20.4 from 1.20.2 leaving only the long grass item. This  only effects worlds created pre 1.20.4 as I was able to create a world in 1.20.4 and both versions of the grass item appeared as normal. 

 

Can be replicated by creating a world in 1.20.2 and updating it to 1.20.4
