Items can be picked up from containers when /tick freeze is active

If you have tick freeze active and break a container (chest, hopper etc) with items inside, you will pick up the items inside.
Relates to MC-267201 and MC-267202

Steps to reproduce:
Note: For this example our example container block will be a chest
1 Activate tick freeze with the command /tick freeze
2 Place down a container block (chest, hopper, furnace etc) (for this example we will be using a chest
3 Break the chest
4 You will pick up the items inside, but not the chest
