Side scrolling now cycles through your hotbar with no way to unbind it

Java 1.20.2 added scrolling sideways to cycle through hotbar slots (1.20.1 and below only cycle through the hotbar with scrolling up and down). This is an issue for mice that are hard to press down just in the center for middle mouse (the default pick block bind) without going sideways at all, such as the Logitech G502.

MC-265588 is the same issue that was closed as "Cannot Reproduce"; however, Minecraft can still fix this issue by adding cycling through the hotbar to the key bind options instead of it being a hard coded key bind.
