Carfter has 4 game tick cooldown

Crafter has now 4 game tick cooldown which make him as slow as dropper.

And copper Bulbs are now instant tick, but they were 1 tick cooldown.

I don't know why they are like the others, this destroy any variety in redstone that they gave.
