Wind Charges can't switch levers off

Wind Charges shot at levers that are switched on will not turn them off again. Wind Charges can only turn a lever on, not off.

This seems inconsistent with other blocks, such as doors, which can be both opened and closed by a Wind Charge.

Steps to reproduce:

• Place down a lever
• Summon a Wind Charge, and punch it towards the lever
• Notice the lever switches on
• Summon a second Wind Charge, and punch it towards the lever
• Notice the lever does not switch off, it remains on
