Breezes won't attack while under the effects of levitation status

Breezes won't attack while under the effects of levitation status.

Steps to reproduce

1. Build a 3 block high pillar with one block sticking out to the side on the top (this is to stop the breeze floating away).
2. Spawn the breeze below the pillar then immediately use the following command:

   /effect give @e[type=minecraft:breeze,limit=1,distance=..10] minecraft:levitation infinite 3 false
   

3. Set your gamemode to survival.
4. The breeze will now stay in place and seemingly have no ai.
