Wind charges stutter when flying through the air

The Bug:

Wind charges stutter when flying through the air.

Steps to Reproduce:

1. Summon a wind charge by using the command provided below.

   /summon minecraft:wind_charge ~ ~ ~

2. Punch it into the distance and watch it as it moves through the air.

Observed Behavior:

Wind charges stutter.

Expected Behavior:

Wind charges would stutter.
