GUI scale doesn't properly change with large resolutions

On the resolution of 2560x1440 

The problem is that the size of the gui is the same.
For example
Level 1-2( small) are the same size. same with (3,4) and (5,6). 

It is hard for me to set the right size because level 1 is too small for me and level3 is too big

 

This error/problem has been occurring since 1.18/1.19+
