The new tick command does not function in command blocks

the new tick command does not function in command blocks

What I expected to happen was...:
the command to run as in the chat

What actually happened was...:
nothing

Steps to Reproduce:
1. place a command block
2. right click it
3. past /tick freeze 

4. power the command block with a redstone signal
