Use action not staying at left click

every time I reload minecraft it sets the use keybind back to default and it even says in the options.txt file that it is the other mouse button so I don't know why it doesn't have the correct keybind (note this happens in vanilla minecraft and fabric mod loader but not forge mod loader)

What I expected to happen was...:
have left mouse button for use

What actually happened was...:
defaulted to right mouse button for use

Steps to Reproduce:
1. close minecraft
2. open minecraft
