Changing toasts.png in a texture pack doesn't apply changes

Today i noticed the pack i made that changes the toast.png texture no longer works

i made a test texture pack to see if i could change toasts.png

i have linked the test texture and what i see ingame

 

its really annoying since i want to change the toasts
