Cannot bind controls to the F Lock key

The bug

It is not possible to bind controls to the "F Lock" key on keyboards that have this key (such as the Microsoft Natural Multimedia Keyboard 1.0A), even though controls can be bound to all other "lock" type keys (Num Lock, Caps Lock, Scroll Lock).

This is likely due to this key not sending a keycode or scancode when pressed, unlike other keys.

How to reproduce

1. Have a keyboard with F Lock
2. Enter the Key Binds menu
3. Attempt to bind something to F Lock

Expected results

Game controls could be bound to F Lock.

Actual results

They cannot - the game recognises no input whatsoever.
