Pumpkin to carved pumpkin with shears not working

i try to carve pumpkins with shears by right clicking like normal, right clicking works on other items and blocks not tested things with shears specifically but basic interactions and opening chests, picking up water, clicking doors work fine. but i cannot create carved pumpkins i don't need it fixed it's just a snapshot build i can still cheat them in or maybe it was changed but i can't find anything about it so i thought i'd say something
