Walking/running on blocks makes a weird jingle noise.

What I expected to happen was...:
That the sound will be the same before I updated to 1.20

What actually happened was...:
I was running around my world with a speed potion and I heard the jingle so I drank some milk to remove the speed effect because I thought it was a bug about the potion of swiftness. Turns out it wasn't I was just normally walking and I still hear the jingle.

Steps to Reproduce:
1. Make sure your volume is high enough to hear it
2. Just walk/run around to hear the jingle
